Cook RECOMMENDATION: Authorize the Chair's Signature on a Letter of Intent to Lease the Main Hangar at Bowers Field for an Initial Five Year Period (10-01-2017 to 10-01-2022). BACKGROUND: Staff has worked with Midstate Aviation (MA) and Central Washington University (CWU) for the past several months preparing a purchase and sale agreement allowing CWU access to the county's main hangar. Under the terms of the proposed agreement, MA will lease the ground floor of the office portion of the main hangar to CWU for a period of one year terminating the last day of September 2017. At that time, MA proposes vacating the upper story of the main hanger making the entire facility available to CWU. DISCUSSION: CWU is preparing to finalize and accept terms from MA in the near future (prior to 07-15- 2016). CWU desires a signal from the County that the County is willing to allow the sublease of the ground floor of the office portion of the main hangar from MA until September 30, 2016. CWU furthers desires commitment from the County to lease the entire main hanger to CWU at the conclusion of the sublease for a period of five years (assuming current market rate at the time of lease). The County's support and willingness to assist both parties in this purchase action affords time for MA to transition its business model and affords CWU the ability to fully implement its aviation training program at Bowers Field.
