Cook <br />December 28, 2015 <br />Airport Disadvantage Business Enterprise <br />(DBE) Policy <br />Adopt the Airport DBE Policy <br />RECOMMENDATION: <br />Adopt the Federal Aviation Administration's disadvantaged business enterprise policy for <br />use at Bowers Field airport. <br />BACKGROUND: <br />Public Works has an adopted disadvantaged business enterprise (DBE) policy that is <br />utilized on all federal aid highway improvement projects (Federal Highway <br />Administration). The policy is closely monitored for compliance by the Washington State <br />Department of Transportation. <br />Recently, public works received a Federal Aviation Administration (FAA) grant <br />supporting an update of the airport's master plan. As a part of document execution, the <br />FAA is requesting that Kittitas County adopt its disadvantage business enterprise policy_ <br />Responding to the request, we sent the FAA our adopted FHWA policy — which they <br />have rejected. <br />DISCUSSION: <br />Public Works has worked with Century West (consultant) developing a FAA compliant <br />DBE policy for Board of County Commission consideration. It is unlikely that the County <br />will be successful making any significant changes to the FAA policy prior to adoption. <br />None the less, we will submit the draft policy for Prosecuting Attorney review at the <br />request of the Commission. Staff has also compared the policy created by Century <br />West with that of the FAA and is providing a "tracked changes copy incorporating <br />desired alterations based on review of the FAA copy. <br />FISCAL IMPACTS: <br />Funding of the airport master plan may be a risk if we do not adopt the requested FAA <br />DBE policy. <br />ATTACHMENTS: <br />Exhibit 1: Draft FAA DBE Policy. <br />Page 1 of 1 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
