Cook <br />December 28, 2015 <br />WSDOT Park and Ride Agreement <br />Review the Agreement and Authorize <br />Placement on a future Agenda Session <br />RECOMMENDATION: <br />Authorize the Chairman of the Board of County Commissioners sign an agreement with <br />Washington State Department of Transportation (WSDOT) designing and constructing a <br />park and ride facility at exit 78 — interstate 90. <br />BACKGROUND: <br />Kittitas County Public received a Regional Mobility Grant in 2015 for the purpose of <br />designing and constructing a park and ride facility at exit 78 along Interstate 90 in Kdtitas <br />County. This past summer, combined staff (WSDOT and Public Works) met discussing <br />the project. WSDOT is providing the right of way for the project that is considered grant. <br />match. WSDOT requested that Kittitas County administer project funding allowing <br />WSDOT design and construction. <br />The Board was briefed on November 8, 2015, Public Works was requested to return for <br />a final discussion once grant documents were in hand. Additionally, WSDOT Attomey <br />General approved agreement changes are now in hand. <br />DISCUSSION: <br />WSDOT and Kittitas County prefer the project be designed and constructed by WSDOT <br />Staff has worked with WSDOT for several months finalizing the project agreement. <br />While the agreement favors WSDOT, it is unlikely that further changes will be well <br />received by the State Attorney General's Office. While some element of financial risk <br />remains for Public Works, the benefits are seen as overweighing risk. Kittitas County <br />values its working partnership with WSDOT and is anxious to participate in the <br />improvement. DPA Neil Caulkins previously cleared the agreement for use. The AG <br />approved agreement has been transmitted to DPA Caulkins for review. <br />FISCAL. IMPACTS: <br />$223,000 is available from the Regional Mobility Grant.
