Cook <br />RECOMMENDATION: <br />Adopt the Federal Aviation Administration's disadvantaged business enterprise <br />policy for use at Bowers Field airport. <br />BACKGROUND: <br />Public Works has an adopted disadvantaged business enterprise (DBE) policy <br />that is utilized on all federal aid highway improvement projects (Federal Highway <br />Administration). The policy is closely monitored for compliance by the <br />Washington State Department of Transportation. <br />Recently, public works received a Federal Aviation Administration (FAA) grant <br />supporting an update of the airport's master plan. As a part of document <br />execution, the FAA is requesting that Kittitas County adopt its disadvantage <br />business enterprise policy. Responding to the request, we sent the FAA our <br />adopted FHWA policy — which they have rejected. <br />DISCUSSION: <br />Public Works has worked with Century West (consultant) developing a FAA <br />compliant DBE policy for Board of County Commission consideration. It is <br />unlikely that the County will be successful making any significant changes to the <br />FAA policy prior to adoption.
