INTERLGCAL AGREEMENT BETWEEN CITY OF ELLENSBURG, WASHINGTON AND <br />KIT Y ITAS COUNTY, WASPIINGTON, FOR THE PURPOSE OF DE, ++,LOPING A <br />MASTER SITE PLAN FOR THE COUNTY OWNED EANSEN PITS PROPERTY <br />THIS INTERLOCAL AG + EMENT is made and entered into on this day of <br />2011 by and between Kittitas County, Washington, a Washington municipal <br />corporation, hereinafter referred to as "County", and the City of Ellensburg, Washington, <br />hereinafter referred to as "City", each party having been duly organized and now existing <br />under the laws of the State of Washington. ,Both entities may be referred to in this Ag^-eement <br />collectively as "Parties" or individually as "Party". <br />WITNESSETH: <br />WHEREAS, THE County has funding for the development of a master plan through their Gas Tax <br />fund and the Board of County Commissioners have agreed to allocate $25,000 from this fund for the <br />development of a master site plan; and <br />WHEREAS, the Hansen Pits property has long been a valuable recreational resource for the citizens <br />of Kittitas County and the development of a master site plan will help ensure that the property <br />remains open to the public; and <br />WHEREAS, the "City to Canyon Trails Committee" has identified the Hansen Pits property as a part <br />of the "Yakima Canyon River Trail"; and <br />WHEREAS, the City Parks & Recreation Department has staff that can oversee and administer the <br />master planning process in consultation with County staff; and <br />WHEREAS, the County's participation in parks for the public includes assisting municipalities and <br />service organizations in their construction and improvement of parks; and <br />WHEREAS, the parties wish to acknowledge the contribution of a master plan and recognize the <br />beneficial social and economic impact to the County as a whole, and <br />WHEREAS, the State Interlocal Cooperation Act, Chapter 39.34 RCW, authorizes cooperative <br />efforts between government entities in the providing of such services. <br />NOW, THEREFORE, in consideration of the above and foregoing recitals, the payments to be <br />Heade, the mutual promises and covenants herein contained, end for other good and valuable <br />consideration, the parties hereto agree as follows: <br />A'u'tTICLE I. <br />PURPOSE OF AGREEMENT <br />Improvements. the City will advertise and retain the services of a landscape architect <br />through a "Request for Qualifications" for a master plan of the County owned Hansen Pits <br />property, located on Canyon Road, Ellensburg, WA 98926, (Assessor's Map Number 17-18- <br />13030-0003).
