Cook <br />RECOMMENDATION: <br />Support staff negotiating an alternate project with FEMA settling Ringer Loop <br />November flood damage claim. <br />BACKGROUND: <br />The November 2015 flooding event resulted in significant damage to Ringer Loop <br />Road. Immediately prior to the road flooding, Public Works completed the 2011 <br />FEMA project armoring the roadway with rip rap and Reno blankets. FEMA <br />requires cost estimating supporting restoration to pre-existing condition. <br />Last month, during a site visit with FEMA and WA Military Department, staff <br />identified the complexity of providing a cost estimate restoring Ringer Loop to <br />pre-exiting condition. The Yakima River has removed the river bank and <br />roadway ditch. During moderate flow events, the river is now at the edge of <br />pavement. <br />FEMA allows claimants to pursue an "alternate project" meaning a financial <br />settlement in lieu of construction (90% cost recovery). <br />DISCUSSION: <br />Staff has successfully defined for FEMA the construction method needed to re- <br />establish river bank and roadside ditching. A preliminary cost estimate recently <br />provided to FEMA was approximately $812,000. <br />The County Road Engineer recently independently estimated the project at <br />approximately $860,000.
