KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
WORK SESSION STAFF REPORT
WORK SESSION DATE June 13, 2016
TOPIC
FEMA Ringer Loop Road Update
ACTION REQUESTED Support Staff Negotiating an
Alternate Project with FEMA Settling
Ringer Loop November Flood
Damage Claim
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Support staff negotiating an alternate project with FEMA settling Ringer Loop
November flood damage claim.
BACKGROUND:
The November 2015 flooding event resulted in significant damage to Ringer Loop
Road. Immediately prior to the road flooding, Public Works completed the 2011
FEMA project armoring the roadway with rip rap and Reno blankets. FEMA
requires cost estimating supporting restoration to pre-existing condition.
Last month, during a site visit with FEMA and WA Military Department, staff
identified the complexity of providing a cost estimate restoring Ringer Loop to
pre-exiting condition. The Yakima River has removed the river bank and
roadway ditch. During moderate flow events, the river is now at the edge of
pavement.
FEMA allows claimants to pursue an "alternate project" meaning a financial
settlement in lieu of construction (90% cost recovery).
DISCUSSION:
Staff has successfully defined for FEMA the construction method needed to re-
establish river bank and roadside ditching. A preliminary cost estimate recently
provided to FEMA was approximately $812,000.
The County Road Engineer recently independently estimated the project at
approximately $860,000. The Director and County Engineer agree on probable
project cost within acceptable variance (6%).
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
