KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
WORK SESSION STAFF REPORT
WORK SESSION! DATE: October 26, 2015
TOPIC: Jacobs Contract Change Request
ACTION REQUESTED: Supplement the Current Jacobs Contract
(Naneum, Wilson, and Cherry Creek
Watershed Assessments)
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Direct staff prepare appropriate contract documents and resolution for Board of
County Commission action supplementing the Current Jacobs Contract
(Naneum, Wilson, and Cherry Creek Watershed Assessments.
BACKGROUND:
Jacobs is currently conducting professional services assessing the Naneum.
Wilson and Cherry Creek watersheds (Resolution 2015.003). Recently, Public
Works received a request to move money within the contract supporting ongoing
professional services. The current contract scope of work limits contract
expenditure to $522,409. Public Works now has received the additional funding
allowing full implementation of the contract scope of work ($652,328).
DISCUSSION:
Jacobs is requesting $5,000 be moved from the management reserve covering
costs to Jacobs Task 04. It appears that Jacobs is now completing the originally
scoped work targeted for Kramer Consulting Inc. ($17,951). Releasing the
additional $129,969 towards full implementation of contract scope is consistent
with original approval documents.
A contract amendment is required authorizing expenditure of the remaining
$129,969. A change management plan is also desired allowing future shifts
between budgeted tasks within the approved contract — without having to return
to the Board of County Commissioners for approval.
FISCAL IMPACTS:
Moving $5,000 from the management reserves reduces the reserve to $23,997.
Shifting $17,951 from a sub -consultant to Jacobs does not impact contract value.
Adding the remaining $129,969 is consistent with original contract approval.
ATTACHMENTS:
EXHIBIT 1: Jacobs Request Letter
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
