WA.US <br />Office (509) 962-7506 <br />"Building Partnerships — Building Communities" Fax(509)962-7682 <br />KITnTAS C06MY <br />CDS STUDY SESSION MINUTES <br />August 24, 2015 <br />THOSE PRESENT: Gary Berndt, Obie O'Brien, Paul Jewell (BOCC) Stephanie Mifflin, Angela San Filippo, <br />Lindsey Ozbolt, Doc Hansen, Mike Flory (CDS) Neil Caulkins (PA) <br />GUESTS PRESENT: Anna Nelson, Mark Charlton, Kevin Eslinger, Anna Lael, Ron Schultz, Urban Eberhart, <br />Kirsten Sackett <br />Voluntary Stewardship Program (VSP) Fundint' front the State: <br />Ron gave a brief background of VSP, the role of VSP, and how it will tie into Kittitas County. Ron explained the penalty for <br />not getting the implementation done on time and how the workgroup has authority to make the decision. There was <br />discussion on funding, budget, implementation of the program, and what the next steps are. <br />Board Direction: None. <br />Comprehensive Plan Work Program: <br />Angela briefed the Board on the project list and timeline. Angela asked if the Board would like to adopt a scope of work. <br />Anna Nelson stated Kittitas County did a scope of work in 2006 and that it might be good for public information. Angela <br />stated the County -wide Planning Policies will be adopted by the end of the year and that the Conference of Governments <br />developed an interlocal agreement section at their last meeting. <br />Board Direction: None. <br />Population Tasks Reauired for Completion of Comprehensive Plan Update: <br />Angela explained the population projection and land capacity analysis to the Board. Commissioner O'Brien asked if the land <br />use analysis is helpful in defense on whether or not the County picks low, medium, or high on the OFM. <br />There was discussion on .09 funds being used to help fund the consultant's work, where the funding will come from, the <br />County's role with funds, and the Urban Growth boundaries.
