WA.US <br />Office (509) 962-7506 <br />KCI'1'rfAS COUNTY "Building Partnerships— Building Communities" Fax (509) 962-7682 <br />CDS STUDY SESSION MINUTES <br />May 11, 2015 <br />THOSE PRESENT: Gary Berndt, Paul Jewell, Obie O'Brien (BOCC) Lindsey Ozbolt, Jeff Watson, Kaycee <br />Hathaway, Doc Hansen, Stephanie Mifflin (CDS) <br />GUESTS PRESENT: Anna Nelson with VanNess Feldman <br />2017 Comprehensive Plan Update Consultant RFO <br />Doc stated the RFQ will be published on Wednesday, May 13". Commissioner Jewell asked if VanNess Feldman was <br />interested. Doc stated no. Commissioner Jewell asked if the County has targeted consultants for work. Anna stated yes, and <br />that population projection is the immediate need. Doc stated the RFQ is to have someone on board and the County does not <br />need to use them until they are needed. <br />There was discussion on population projects, annual updates, and OFM numbers. <br />Board Direction: None. <br />Discussion of the 2017 Comprehensive Plan Update Draft Public Participation Plan: <br />Doc stated the process is going to work well. Doc stated the County will adopt a scope of work, open it up to community <br />advisory and citizens at large for opinion, and build a website that is more user-friendly. Doc stated the County will be <br />contacting all advisory committees to ask who would be interested in the Comprehensive Plan Update and that the committee <br />would be a very diverse and large group established by the end of 2015. Commissioner Jewell asked if the entire <br />Comprehensive Plan would be challenging for a citizen advisory group. Anna stated the idea is approach it by issue or topic. <br />Commissioner Jewell agreed that that would be a good approach. <br />There was discussion on groups and committees in existence and the possibility of using them. <br />Commissioner Berndt asked where the Public Participation Plan would fall in the process. Doc stated it would be throughout <br />the process. Anna stated a scope of work would be formed, the County -wide Policies will need to be updated by COG, and a <br />Citizen Advisory Committee (CAC) would be formed in January. Anna suggested having a public hearing to adopt a scope of <br />work. The Board agreed with that recommendation. <br />Board Direction: None. <br />Summary of the National APA Conference and What it Might Mean to the Update of the Comprehensive Plan: <br />Doc summarized the APA Conference. Doc stated the biggest thing that came out of the conference was discussion around 50 <br />year growth areas and that it is something that Kittitas County may want to look at. Jeff stated there was focus on public <br />participation and how the means of communications affect demographics. Jeff stated there was good information on <br />Comprehensive Plans and GMAs. Lindsey stated her focus was on environmental and recreation. Lindsey stated there was <br />discussion on timeshares, second homes, etc. Lindsey stated the APA has established a task for on water on the national level. <br />Board Direction: None. <br />Summary of the Conference of Governments (COG) Meeting on April 22. 2015: <br />Doc stated COG is active and expressed that he is impressed with the members. Doc stated he presented the County -wide <br />Policies and explained the process. Doc stated he asked COG to review the policies, make changes, and place them in an <br />objective concept. Doc stated another meeting with COG has been scheduled for June 22"d to review the policies again and <br />ask for feedback. Commissioner Berndt stated the settlement agreement and compliance is going to have a big impact on the <br />County -wide Policies. Doc agreed. Commissioner Jewell stated the policies have not been updated since 2006.
