<br />09/20/2016 MINUTES 4 <br /> <br /> <br />site plan and project narrative to change the current zoning from Rural <br />Recreation and Rural 5 to a Planned Unit Development that allows from ¼ <br />acre to over 20 acre parcel size, with an overall density of one unit <br />per 5 acres per the zoning code. He noted the proposed use is an <br />allowed use in the Planned Unit Development zone per KCC 178.36. The <br />subject property consists of 11 parcels located approximately 8 miles <br />east of the City of Cle Elum, south of Nelson Siding Road. <br /> <br />The Board asked questions of Staff relating to proposed conditions <br />submitted by the Hearings Examiner. They also asked for clarification on <br />various issues including transportation; Open Space; wetlands/buffers & <br />Shoreline Mater program; plat notes; and provided suggested changes to <br />the proposed conditions. <br /> <br />Commissioner Jewell felt there were a lot of issues that needed to be <br />addressed and didn’t know if there was a way to get it cleaned up <br />without sending it back to the Hearings Examiner as a remand. He asked <br />Mr. Hansen to obtain clarification from the Prosecutors office on some <br />of the questions the Board. He noted how the Board didn’t want to slow <br />down the process, but was extremely disappointed with Hearing Examiners <br />work on this matter, but wants to make sure the applicant knows what is <br />expected of them. Commissioner O’Brien and Commissioner Osiadacz agreed <br />with Commissioner Jewell. <br /> <br />Commissioner Jewell moved to continue the Closed Record Hearing to <br />Tuesday October 4, 2016 at 10:00 a.m. under Board Discussion & Decision <br />on the Commissioners Agenda to allow Staff time to seek clarification <br />and to seek the Prosecutors opinion to see if a remand is necessary. <br />Commissioner Osiadacz seconded. Motion carried 3-0. <br /> <br />MISCELLANEOUS - NONE <br /> <br />EXECUTIVE SESSION - NONE <br /> <br />ADJOURNMENT <br /> <br />Commissioner Jewell moved to adjourn the meeting at 11:28 a.m. <br />Commissioner Osiadacz seconded.
