4.1 Standard Operating Procedures <br />Vantage Boat Launch has no complex, interlinked multi -function systems that would warrant the <br />development of Standard Operating Procedures (SOP). SOPS are developed for systems associated with <br />the operation of complex, multiple interlinked functions that must all occur for an outcome that fulfills the <br />expectation for that specific aspect of an operation. SOPS are also written instructions to achieve <br />uniformity of the performance of functions associated with quality requirements of a system. <br />5.0 Maintenance Monitoring <br />5.1 Unplanned Maintenance <br />All personnel involved in the operation or maintenance of Vantage Boat Launch will have a means to <br />provide feedback to Grant PUD Recreation Specialists on observed or reported maintenance needs outside <br />their direct responsibility. This will assure a means of timely awareness of maintenance needs and <br />appropriate responses being directed at the issue. <br />5.2 Inspections <br />In addition to reporting and tracking of Unplanned Maintenance, Recreation Specialists will conduct site <br />inspections at Vantage Boat Launch twice a year to evaluate the success of current task schedule <br />frequencies and to identify any non -routine maintenance that needs to be addressed. <br />5.3 Maintenance Tracking <br />Activity tracking will assist Grant PUD in preparing accurate staffing and budget plans. A Recreation <br />Specialist will coordinate with Grant PUD Facilities department and contract staff as needed to verify work <br />durations for specific projects. This information will be reviewed on an annual basis to adjust estimated <br />work durations for specific tasks. <br />A combination of the Maximo system (maintenance management system) and site maintenance <br />spreadsheets will be utilized to schedule, track, and report work at Grant PUD recreation sites. As a goal, <br />any variances in work durations will be coordinated to improve work planning efficiencies. <br />6.0 Vegetation Management <br />6.1 Trees <br />An annual inspection of all trees by staff with training in tree disease and structural failure indicators, will <br />occur in the fall. If indicators are found that warrant more than increased observation, a trained arborlst <br />should be called to determine if a corrective prescription is needed. Any corrective action can be <br />implemented prior to the next use season. <br />All staff performing routine maintenance at the site should be aware and observant of indicators of tree <br />hazards. <br />6.2 Weed Control <br />Noxious weeds will be managed for the site under the Districts Vegetation Management Program, <br />consistent with the integrated pest management plan for Vantage Boat Launch. The Grant PUD Facilities <br />staff or a contractor will control the weeds as needed, based upon site vegetation assessments. <br />Weed Control Methods and Schedule <br />Weeds will be controlled by herbicide spraying, hand -pulling, or by mechanical methods (weed -whacking or <br />mowing). These methods and their frequency are described in the table below. <br />6 <br />
