PETITION TO CREATE A KITTITAS COUNTY ROAD IMPROVEMENT <br />DISTRICT PURSUEANTTO THE PROCEEDURES OF RCW 36.88.050 <br />Tentatively Designated as the <br />VANDERBILT COUNTRY ESTATES ROAD DISTRICT <br />Pursuant to the procedures as spelled out in Chapter 36.88.050 RCW the following signatories <br />request that the Kittitas County Commission establish a County Road Improvement District <br />known tentatively known as the Vanderbilt Estates Road District, road district number to be <br />assigned upon final establishment. <br />The proposed road district Is located in Township 16 North, Range 19 East of Kittitas County <br />specifically for improvements associated with Biltmore Drive located in or adjacent to the <br />recorded plat of Vanderbilt Country Estates off of public road Kaynor. The road district <br />boundaries would be composed of 30 individual recorded lots or parcels as shown on the <br />attached district boundaries map. <br />The intent of the District Is to prepare and chip seal pave approximately one mile of gravel <br />private road with the application of three chip seal lifts, and to provide for an improved paved <br />turn -around for Kaynor Road, a County public road currently lacking an appropriate turn- <br />around. In return for the community provision of a turn -around for Kaynor Road, the County <br />would provide snowplowing to the end of pavement. A preliminary cost estimate provided by <br />the Kittitas County Public Works Department for the preparation and improvements is <br />$100,000. As proposed the cost would be proportioned on an equal share basis between each <br />of the 30 parcels with a district payback period of 10 years. Estimated annual property tax <br />assessment including interest for the ten year period would be $371 per lot. <br />Petition signatures represent according to the records of the county auditor an aggregate <br />amount of a majority of the lineal frontage upon the improvement to be made and of the area <br />within the limits of the assessment district to be created.
