• political will of the council or commission; <br />willingness of the municlpality to contribute funds to the project if needed; <br />• need and desire for the infrastructure; <br />• willingness of the property owner or the municipality to contribute funds to the <br />guaranty fund, reserves, or other credit enhancements, if necessary; <br />• ability to administer the assessment roll; <br />• willingness and abilityto payfor pre -formation engineering and design costs, even <br />if the project fails; <br />Municipality's policy regarding the collection of delinquent assessments; and <br />history of the municipality's willingness and commitment to foreclose on <br />delinquent assessments. <br />Information the municipality brings to the planning process in addition to its willingness <br />and commitment to the project includes: <br />• engineer's estimate of the project cost and the estimated assessment per parcel; <br />• parcel listing and map of the LID area; <br />• valuation of each parcel and whether they are improved or unimproved; <br />• amount of LID notes and bonds outstanding secured by the guaranty fund; <br />• whether properties within the district are in other districts and their assessment <br />payment history and; <br />balance in the guaranty fund available for the LID payments. <br />2. The financial advisor works on behalf of the municipality. The advisor examines the <br />characteristics of the LID and those of the municipality, and through experience <br />determines which characteristics can affect the marketability of the project's financing. <br />The advisor presents his analysis to the team to assist with the planning effort. Among <br />others, the characteristics include: <br />ratio of each property's assessed or market value relative to the estimated <br />assessment to be charged and the acceptability of those ratios to the financial <br />markets; <br />• ratio of improved and unimproved properties to the total assessments to be <br />charged and the potential impact on financing; <br />• potential impact on the financing of the delinquency history of property owners <br />within the proposed LID, and if those properties are part of another outstanding <br />LID,- <br />44 <br />ID; <br />44 Local and Read Improvement Districts Manual for Washington State 5{xtfr Edition <br />
