PARTERNSHIP AGREEMENT <br />AGREEMENT is made on January 13, 2016, by these parties: Kittitas County and the Federal <br />Emergency Management Agency (FEMA). <br />BECAUSE the Risk MAP (Mapping, Assessment, and Planning) Program established by FEMA <br />has several goals, the most significant being <br />Address gaps in flood hazard data to form a solid foundation for risk assessment and <br />floodplain management <br />Ensure that a measurable increase of the public's awareness and understanding of risk <br />results in a measurable reduction of current and future vulnerability <br />Lead and support local communities to effectively engage in risk-based mitigation <br />planning <br />Provide an enhanced digital platform that improves management of RiskMAP, stewards <br />information produced by RiskMAP, and improves communication and sharing of risk <br />data and related products to all levels of government and the public <br />® Align Risk Analysis programs and develop synergies to enhance decision-making <br />capabilities through risk communication and management <br />BECAUSE a critical component of RiskMAP is to deliver quality data that increases public <br />awareness and leads to action that reduces risk to life and property; <br />BECAUSE in the identification of hazard prone areas, FEMA is authorized to consult with, <br />receive information from, and enter into agreements or other arrangements with the head of any <br />State, regional, or local agency; <br />BECAUSE FEMA encourages strong Federal, State, regional, and local partnerships for the <br />purposes of reducing hazard losses and disaster assistance. FEMA and its State, regional and <br />local partners have determined that it is advantageous to encourage and formalize greater <br />cooperation in the multi -hazard identification and flood mapping processes; and many <br />communities and the agencies that serve them, have developed considerable technical <br />capabilities and resources that provide the opportunity to improve and expand the collection, <br />development, and evaluation of multi -hazard data; and <br />BECAUSE Kittitas County has expressed a desire to perform RIskMAP work including flood <br />mapping, risk assessments, and discovery and has provided evidences that it has sufficient <br />technical capability and will dedicate the recourses necessary to perform those functions. <br />
