KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />WORK SESSION STAFF REPORT <br />WORK SESSION DATE: January25, 2016 <br />TOPIC: FEMA CTP Agreement <br />ACTION REQUESTED: Direct Staff Negotiate a Final Scope of Work with <br />FEMA <br />LEAD STAFF: Mark R. Cook <br />RECOMMENDATION: <br />Direct staff to negotiate a final scope of work with FEMA supporting a pilot project <br />mapping approximately seven and one-half miles of Currier Creek floodplain <br />using emerging technologies. <br />BACKGROUND: <br />FEMA offers the Coordinating Technical Partner program to qualified agencies <br />allowing agencies to engage in floodplain mapping activities. The program <br />provides various levels of funding to agencies and provides technical assistance <br />from FEMA (map review services). The process can result in revised Federal <br />Insurance Rate Maps acceptable to participating agencies and FEMA. <br />Several months ago, Public Works staff met with FEMA and Department of <br />Ecology Floodplain Management staff discussing Kittitas County interest in <br />joining the program. Emerging technologies managed by the County's hydrology <br />and hydraulics consultant (Watershed Science and Engineering) hold promise for <br />highly accurate floodplain mapping using new modeling technics. The proposal <br />was recently sent to FEMA along with a preliminary agreement allowing the <br />County's proposal for consideration during spring of 2016. A copy of the initial <br />agreement and scope of work summary is attached (EXHIBIT 1) for review. <br />DISCUSSION: <br />The county had to submit a request by the close of business 01-15-2016 or risk <br />missing the project consideration phase of the CTP program for 2016. During <br />the next several weeks, we will finalize a detailed scope of work and fee estimate <br />for FEMA consideration.
