TO /RECO <br />a <br />t� 9 <br />SITrITAS COUNTY <br />KZTTZTAB COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />STUDY SESSION MINUTES <br />January 25, 2016 <br />THOSE PRESENT: Gary Berndt, Obie O'Brien, Paul Jewell (BOCC), Mark <br />Cook, Candie Leader (DPW), Doc Hansen, Steph Mifflin, <br />Angela San Filippo (CDS) <br />GUESTS PRESENT: Jeff Slothower <br />*Item No. 1 — Reauest to Aoorove an Airport Advisory Board Nomination from the <br />Agenda* <br />FHWA FLAP GRANT <br />(TEANAWAY ROAD): Mark Cook gave background on the grant from FHWA and <br />the project will be to replace four (4) hydraulic crossings. <br />There was approximately 2.4 million awarded in total and <br />the county match would be around $328,330. There is <br />around $350,000 left from the previous Teanaway projects <br />and the culvert replacements are spelled out in the State <br />grant and use the remainder for the match for FLAP grant. <br />There has been no response from property owners to <br />install turnouts as they requested. Commissioner Berndt <br />asked what would happen with the funds if they weren't <br />used. Mark responded that it would be placed in the <br />Public Works reserve account. Commissioner Jewell <br />agreed with the project and Mark committed to preparing <br />the documents for a future Agenda session. <br />Board Direction: No Direction <br />FLOODPLAIN BY DESIGN <br />PRE -APPLICATIONS: Mark Cook reported that last year the Floodplain by Design <br />grants did not include any funding of Kittitas County <br />Projects. The Department of Ecology elected to fund <br />projects above Kittitas Counties and awarded funding to <br />entities on the west side of the mountains. The <br />Department of Ecology is anticipating the County to <br />reapply. With the departure of the Planner III the <br />Floodplain by Design pre -applications were left in various <br />stages of completion. Staff met with the on call hydrology <br />consultant and requested assistance in completing the pre - <br />applications.
