SEPTEMBER 12, 2016

Board members present: Chairman Obie O’Brien & Commissioner Laura
Osiadacz. Excused: Vice-Chairman, Paul Jewell.

Others: Mandy Buchholz, Deputy Clerk of the Board; Neil Caulkins,
Deputy Prosecutor; Patti Johnson, Solid Waste/Maintenance
Director/Project Manager; Mickey Webb, Event Center Director and 4
members of the public.

SPECIAL MEETING BOWLING ALLEY LEASE COMMISSIONERS

At 11:00 a.m. Chairman O’Brien opened a Special Meeting to meet with
Mike Brown and associates regarding a lease of the bowling alley.

There was roundtable discussion between the BoCC and Mike Brown and
company. There was discussion on the pros and possible cons of the
bowling alley being opened/leased for the use of a dance studio.
There was discussion on what inspections would need to be done
before someone could lease the building and what each party’s
possible responsibilities would be.

Mickey Webb, Event Center Director stated that the roof would need
to be repaired and the quotes the County received ranged from 45K-
65K. Mike Brown indicated that he at first glance felt they could do
the rest of the repairs. He stated they would be interested in a
minimum of a 10-year lease. Dale Retz (Mike Brown party) stated that
they would do a walk through with the Fire Marshal’s office and see
what concerns they had and what it would take to bring the building
up to code. Patti Johnson, Solid Waste/Maintenance Director/Project
Manager stated that a sprinkler system would need to be installed.
There was discussion on whether or not there would be liquor and
what the options were for that. Sandy Weaver (dance instructor Mike
Brown party) stated that she has many contacts for live bands as
it’s part of her responsibility currently where she instructs. There
was discussion on the location to CWU and how they might be able to
arrange earning credits for students.

Commissioner Osiadacz and Chairman O’Brien both felt that it was a
very intriguing idea, but asked that a formal plan be brought
forward in order for the County to proceed in an official capacity.
If Mr. Browns party determines they want to proceed after
inspections with the Fire Marshal and a walk through with a possible
contractor to bring the building up to code. The BoCC stated that
