09/06/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 6, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Lisa Murray, Administrative Assistant; Neil Caulkins, <br />Deputy Prosecutor; Marsha Weyand, Assessor; Sara Folk, Construction <br />Manager; Lucas Huck, Engineer; and approximately 10 members of the <br />public. <br /> <br />PUBLIC HEARING KITTITAS COUNTY CONSERVATION DISTRICT COMMISSIONERS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />the Kittitas County Conservations Districts proposed system of rates <br />and charges. <br /> <br />ANNA LAEL, KITTITAS COUNTY CONSERVATION DISTRICT reviewed their <br />mission; vision statement; service history; major programs; service <br />area; basic funding; ESHB 2567 rates & charges; rates vs. <br />assessments; general approach; allocation process; customer base; <br />rates/revenue requirements; as well as a rate proposal and <br />schedules. She said grant funding is a volatile revenue which <br />fluctuates year-to-year. The Conservation District was requesting a <br />full 10 year proposal for the rates and charges beginning January 1, <br />2017. She recommended allowing Staff additional time to prepare <br />documents and bring them back at a later date. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />COMMISSIONER JEWELL moved to continue the Public Hearing to Tuesday <br />September 20, 2016 at 10:00 a.m. to consider enabling documents for <br />the proposed system of rates and charges for the Kittitas County <br />Conservation District, noting the public testimony portion of the <br />hearing is closed. COMMISSIONER OSIADACZ seconded. Motion carried <br />3-0. <br /> <br />PUBLIC HEARING TAX TITLE PROPERTY TREASURER <br /> <br />At 2:41 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />the sale of Tax Title properties #669433, #361334, #710934, #741334, <br />& #751334. <br />
