06/21/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JUNE 21, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Josh Hink, Deputy Fire <br />Marshal/Interim Fire Marshal; Doc Hansen, Planning Official/Interim <br />Planning Director; Mike Flory, Plans Examiner/Interim Building <br />Official; Patti Johnson, Solid Waste/Maintenance Director/Project <br />Manager and 1 member of the public. <br /> <br />PUBLIC HEARING 2015 INTERNATIONAL BUILDING CODE CDS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />revisions to text in Kittitas County Code Chapter 14.04 Building <br />Code to adopt the new 2015 International Building Codes with <br />Washington State Amendments. <br /> <br />MIKE FLORY, PLANS EXAMINER/INTERIM BUILDING OFFICIAL reviewed a <br />proposed Ordinance which would adopt the 2015 International Building <br />Codes with Washington State Amendments. He said the document also <br />included the 2015 International Swimming Pool Code adopted by <br />Washington State. He noted the Kittitas County Central Washington <br />Home Builders had been notified of the proposed changes as well. <br /> <br />CHAIRMAN O’BRIEN noted concerns with the proposed change from the <br />Building Official being able to grant “one” to “an” extension for <br />revisions to applications. COMMISSIONER JEWELL said the extension <br />was strictly for applications of design review and the extension <br />should not exceed 365 days, which should allow plenty of time to <br />make changes. MR. FLORY explained how the new tables were <br />reformatted from the revisions by the ICC and to include wind <br />elements. <br /> <br />THOSE PRESENT & TESTIFYING: PAT DENEEN felt the timing of the <br />changes were not good especially for Master Plans because it’s in <br />the middle of the building season. He asked the Board for an <br />extension for implementation of the changes for approximately 90 <br />days. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />The Board questioned if they could adopt the changes by July 1st but <br />not have it take effect until October 1st. MR. FLORY said they have <br />been speaking with the Homebuilders Association and advising them it <br />would take effect July 1st and they’ve been updating the Code every 3
