05/23/2016 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING

MONDAY 9:50 A.M. MAY 23, 2016

Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell & Commissioner Laura Osiadacz.

Others: Mandy Buchholz, Deputy Clerk of the Board & Jim Goeben, IT
Director; Bill Davis, System Administrator; Doug Fessler, Network
Administrator; Karra Bailey, LE Technologist.

REGULAR MEETING DEPARTMENT HEAD INFO. TECH

Jim Goeben, IT Director explained that the video surveillance
footage from the Kittitas County Courthouse, the Public Safety
Building, and the Sheriff’s Office is stored on a redundant hard
drive array in the IT datacenter. He stated that when the
surveillance system was initially configured, a balance was made
between video quality, retention, and available storage capacity. He
stated that with the retention a majority of the cameras were set to
retain footage for 30 days and subsequently the Sheriff’s office
made change requests to reduce retention to 7 or 14 days in order to
increase quality and add cameras. He stated that the Sheriff’s
Office is requesting IT to increase the retention time for all
cameras to 30 days. He explained that they have also asked about
increasing the video resolution on some cameras to capture more
detail and either request would require more storage space.

Mr. Goeben reviewed concerns the Board should consider as well as
options. He stated that it was IT’s recommendation that the BoCC
approve the request to purchase a redundant storage array to store
surveillance video with retention of 30 days (being option #1). He
reviewed advantages and disadvantages and explained that the budget
impact for the County to purchase a redundant hard drive array,
sufficient to retain video for 30 days and provide for anticipated
future growth, would cost approximately $4,268.16.

Commissioner Jewell moved to approve a General Fund expense of
$4,268.16 to purchase a redundant hard drive array, sufficient to
retain video for 30 days and that will provide for anticipated
future growth. Commissioner Osiadacz seconded. Motion carried 3-0.

Meeting adjourned at 10:00 a.m.

KITTITAS COUNTY COMMISSIONERS
