02/16/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. FEBRUARY 16, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Gary Berndt. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Brenda Larsen, Fire <br />Marshal; Jerry Pettit, Auditor; Josh Hink, Deputy Fire Marshal; Neil <br />Caulkins, Deputy Prosecutor and Stephanie Hartung, Deputy <br />Prosecutor. <br /> <br />PUBLIC HEARING EMERGENCY BAN – FIREWORKS FIRE MARSHAL <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider a <br />change to County Code and Policy that would allow the Fire Marshal <br />to place an emergency ban on fireworks when certain criteria have <br />been met. <br /> <br />JOSH HINK, DEPUTY FIRE MARSHAL reviewed a Staff Report and provided <br />background information on the proposed changes to County Code and <br />Policy. He said a committee had been formed in August 2015 to <br />identify and create criteria necessary for when to determine whether <br />a ban on fireworks could be implemented. He said after the Fire <br />Marshal has attended training and research over the past 10 fire <br />seasons, the criteria had been modified to better serve the County <br />and therefore created policy FM-01-10. BRENDA LARSEN, FIRE MARSHAL <br />reported that with the data pulled from over the past 10 years, the <br />last 2 years would have been the only years which would have met the <br />criteria to implement an emergency ban. The Board asked Staff <br />questions and for clarification relating to the proposed <br />implementation of the County Code and Policy. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />The Board provided direction on a few changes to the language and <br />requested that Staff bring enabling documents back for their <br />consideration on the March 1, 2016 Commissioner Agenda Session at <br />10:00 a.m. <br /> <br /> <br /> <br /> <br /> <br /> <br />
