KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM March 25, 2019 <br />Meeting was called to order at 1:30 pm <br />DISCUSSION REGARDING PROPOSED FIREWORKS CODE AMENDMENTS <br />Director Carlson briefed the board with the current code <br />regarding the discharge of fireworks. Currently in Code Section <br />9.30.035, there is 5 danger components that have to be met <br />before the Fire Marshal can put a band on fireworks. As it <br />stands, fireworks are only allowed on July 4 and December 31. <br />The proposed admendments would allow the Fire Marshal to <br />authorize ingnition or discharge of fireworks on other days and <br />times dependent on fire danger and subject to firework permit <br />approval. <br />DISCUSSION REGARDING PROPOSED IWUIC MODIFICATION CRITERIA CODE <br />AMENDMENTS <br />Director Carlson briefed the board on the proposed International <br />Wildland-Urban- Interface Code amendments that was compiled from <br />the WUIC committee. The topics focused were: <br />- Soffit Vents; Cal -Fire Approved or Independent Lab Tested <br />- Defensible Space; A clump of trees may be considered to be <br />one tree for the purpose of meeting the 10 -foot separation <br />requirement. A minimum of 10 feet of separation is provided <br />between the structure and all trees and vegetation. Trees <br />within the clump shall be native to the local area. The <br />maximum number of tress in any given clump shall be limited <br />to three. Trees within a clump shall be within a 15 -foot <br />diameter of each other as measured on the outside of the <br />tree trunks. Any other tree spacing and separation <br />requirements may be approved by the code official. A <br />covenant shall be required for all new land divisions <br />resulting in more than 10 lots that require all future <br />landowners. <br />- Technical assistance; would clarify that only federal fire <br />agency or fire marshal's office, a state fire agency or <br />fire marshal office, a public university with an accredited <br />program in Fire Sciences, or a certified scientific and <br />2019-03-25 MINUTES 1 <br />
