KITTTTAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 28, 2419 <br />TOPIC: Hyak Parldng Violation Fee <br />ACTION REQUESTED: Direct Staff Prepare Enabling Documents <br />LEAD STAFF: <br />Mark R Cook <br />ECHO INIIVR ATION: <br />Direct staff prepares enabling documents. <br />BRIEFING SLaBAARY: <br />• Illegal parking issues at Hyak are at a crisis point <br />• Low fees and lack of enforcement capability creates a public safety <br />concern <br />• Snoqualmie PUD is unable to respond to emergencies in a proper manner <br />due to equipment being blocked from illegal parking <br />• Snoqualmie PUD is being adversely impacted as are County snow <br />removal operations <br />• Significant increase in illegal parking fees and adequate tow resources are <br />expected to stem the tide of illegal weekend parking at Hyak <br />BACKGROUND: <br />For the past several years, illegal parking complaints have soared in Hyak. Last year, <br />Public Works (PW) placed ecology blocks and wire cable at the turn -around serving the <br />shared mamtenanice facility with Snoqualmie PUD. Weekend parking was completely <br />blocking the doors to the facility -- despite clear no parking signage. <br />DISCUSSION: <br />The Kittitas County Sheriffs Office is under resourced to adequately deal with illegal <br />weekend parking. Public Works is advocating for a significant increase in illegal parking <br />fees coupled with a request for towing proposals. It is believed that significant cost along <br />with sustained weekend towing will eventually stem the tide of illegal weekend parking <br />in Hyak.
