KITT ITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 28, 2019 <br />TOPIC: Umptanum Road Speed Study Results <br />ACTION REQUESTED: Direct Staff to Set a Public Hearing for Febrnary 19, <br />2019 at 2pm to consider a Speed Reduction on <br />Umptanum Road <br />LEAD STAFF: <br />Mark R. Cook <br />RECONMENDATION: <br />Set a public hearing for February 19,'2019 at 2pm to consider a speed reduction along <br />Umptanum Road. <br />BRIEFING SUMMARY: <br />• In October 2018, a speed study along Umptanum Road was requested by area <br />residents <br />• Results suggest the road is appropriately signed for speed <br />• Staff recommends no further speed reduction is warranted <br />BACKGROUND: <br />In October 2019, Rob and Louise Acheson requested speed reduction on Umptanum <br />Road for a distance of approximately 2.25 miles (EXHIBIT 1— electronic message <br />request). The results of the requested study recently became available for review <br />(EXHIBIT 2). <br />DISCUSSION: <br />The requested speed reduction along Umptanum Road (MP 0.75 to MP 2.68) does not <br />appear to be supported by the results of the speed study. Umptanum drivers are generally <br />doing the posted speed (49.5, 49.2 and 51.2 MPH). Drivers along Manastash are <br />exceeding at MP OA to MP 0.74 (56150 and 33.2135). Riverbottom drivers are matching <br />the posted 35 MPH speed (MP 0.0 to 1.83: 33.2135 and MP 1.83 to 3.06: 33.2!35 and <br />34.5!35 MPH). <br />Several property damage accidents along Umptanum Road have occurred since 2015: 9 <br />citing various reasons (EXHIBIT 2). Two injury accidents along Manastash Road citing <br />inattention have occurred in the same time period.
