Kr=AS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 2S, 2019 <br />ACTION REQUESTED: Request to Approve a Resolution to Ratify the Public <br />Works Director's Signature on the City of Ellensburg <br />Ringer Loop License Allowing Turn -around Construction <br />and the Installation of a Locking Gate <br />BACKGROUND: The City owns property located between Ringer Loop Road <br />and the Yakima River. The property lies just west of the <br />Burlington Northern Railroad. Ringer Loop Road is within <br />Kittitas County jurisdiction and has been routinely closed at <br />times when the Yakima River is flooding. In recent floods, <br />access to the Washington State Department of Fish and <br />Wildlife boat launch is restricted due to floodwater flawing <br />over Ringer Loop Road. <br />INTERACTION: Public Works <br />RECOMM MATION: Approve the Resolution to Ratify the Director's signature <br />on the Ringer Loop License Agreement with City of <br />Ellensburg supporting a road closure gate and vehicle turn- <br />around construetion. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution; Ringer Loop License Agreement <br />LEAD STAFF: Mark R.
