BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2019 _QIla <br />RATIFYING THE PUBLIC WORKS DIRECTOR'S SIGNATURE ON THE RINGER <br />LOOP LICENSE AGREEMENT WITH THE CITY OF ELLENSBURG <br />WHEREAS: Interlocal agreements are allowed pursuant to Revised Code of Washington <br />(RCW 39.34.020); and <br />WHEREAS: Recurrent annual flooding at Ringer Loop Road results in road closure; and <br />WHEREAS: Ringer Loop boat ramp users regularly remove Public Works road barricades <br />during flood to access the boat ramp; and <br />WHEREAS: Constructing a vehicle turn -around outside of Burlington Northern Railroad right <br />of way is desired and improves safety; and <br />WHEREAS: Installing a locking gate will deter boat ramp users during flood conditions; and <br />WHEREAS: The City of Ellensburg is offering a short term license on their land supporting the <br />desired turn -around and gate installation; and <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the <br />best interest of the public, does hereby ratify the Public Works Director's Signature on the <br />Ringer Loop License Agreement with the City of Ellensburg. <br />DATED this 28th day of January, 2019, at Ellensburg, Washington. <br />Attest: <br />11 ❑ Clerk of the Board- Julie Kjorsvik <br />❑ Deputy Clerk of the Board- Mandy Buchholz <br />o' <br />Cb, , �` \ <br />h1101m 11s"000, <br />ti <br />BOARD OF COUNTY COMMISSIONERS <br />KITTITAS COUNTY, WASHINGTON <br />C airman <br />e <br />L <br />Brett W chsrnith, Vice -Chairman <br />NMI <br />
