APRIL 23, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Anna Lael, <br />District Manager; Mark Moore, KCCD Chair & Bill Boyum, KCCD Board <br />Member. <br /> <br />SPECIAL MEETING CONSERVATION DISTRICT COMMISSIONERS <br /> <br />At 2:30 p.m. Chairman Wright opened a Special Meeting to receive & <br />discuss the Kittitas County Conservation District System of Rates & <br />Charges 2018 Report of Activities and the Kittitas County <br />Conservation Projects and Program Updates. <br /> <br />Anna Lael, Kittitas County Conservation District Manager provided <br />information on the Kittitas County Conservation District System of <br />Rates & Charges 2018 Report. She reviewed information on their <br />background; government structure; district funding; system of rates <br />& charges; general approach; rate calculation; financial report; <br />activities report, administration, district operations; educational <br />assistance; elementary agricultural appreciation day; Wildfire & <br />Wildlife Video Projects; Prescribe Fire Outreach; Regional <br />Conservation Partnership Program (RCPP); forest health and wildfire <br />fuels reduction; Kittitas Fire Adapted Communities Coalition <br />(KFACC); prescribed fire; chlorophyll meter and the Kittitas County <br />Hay Growers; USDA Service Center relationship; leveraging of funds; <br />summary of leveraged funds; and an update on the pursuit of <br />leveraged funds for the following: DNR, Salmon Recover Funding <br />Board, Fish Barrier Removal Board (FBRB), City of Ellensburg, PSE <br />Powerful Partnerships, PSE Powerful Partnerships, PSE Foundation, <br />Washington Resource Conservation & Development Council (RC&D), FEMA- <br />Washington EMD, Community Planning Assistance for Wildfire (CPAW), <br />National Association of Conservation Districts (NACD). <br /> <br />There was review of the KCCD 2018 activities & projects as well as <br />the Kittitas County Budget for 2019 for Funds Collected through <br />System of Rates by Program Category, KCCD Budget for 2019 for Funds <br />collected through System of Rates by Budget Object and the 2019 <br />Estimate of Revenues. <br /> <br />Ms. Lael reviewed additional handouts for the Yakima Integrated Plan <br />– Toppenish to Teanaway Project (RCPP); Voluntary Stewardship <br />Program (VSP)/Kittitas County VSP Self-Assessment Checklist.
