KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 13, 2019 <br />TOPIC: Speed Study Results for Main Street in Vantage <br />ACTION REQUESTED: Support Staff Proposal <br />LEAD STAFF: <br />Mark R Cook <br />RECOh+IlVIFsNDATION: <br />Support staffs proposal establishing two interactive speed signs on Main Street in Vantage. <br />BRIEFING SUMMARY: <br />r Request from local resident (Stockdale) <br />Complaint of speeding and use of compression brakes <br />Speeding is occurring typically in the afternoons from 1:00 PM local time to 4:00 <br />PM. <br />BACKGROUND: <br />Recently, staff received a request for a speed study along Main Street in Vantage. Staff <br />collected traffic data during the week of 03125 to 0410112019. The results from the study are <br />attached as EXHIBIT I for Board review. <br />DISCUSSION: <br />Main Street is signed at 35 MPH. The 85`h percentile speed during the study period is 44 <br />MPH. Speeding is occurring typically in the afternoons from 1:00 PM to 4:00 PM local time. <br />It also appears that truck traffic is in the corridor between 5:00 AM and 6:00 AM daily, This <br />is likely the source of compression braking that is being reported. PW is reluctant to sign <br />Main Street for no compression braking as it is unlikely to be enforced and creates a false <br />expectation of service on the part of local residents. <br />PW will notice law enforcement of the documented speeding and associated time of day for <br />possible enforcement consideration.
