KFMTAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 13, 2019 <br />TOPIC: ELN Consultant Scope of Work <br />ACTION REQUESTED: Direct Staff issue a Request for Qualifications — ELN <br />Consultant Services <br />LEAD STAFF: <br />Mark R. Cook <br />RECOM!VIENDATION: <br />Direct that staff advertise for consultant services supporting Bowers Field Airport operations. <br />BRIEFING SUMMARY: <br />• Attempts to hire a full time Airport Manger have stalled <br />The Board believes a consultant is best suited to produce a set of deliverables that <br />will then allow the Board to revisit the Airport Manager position <br />Staff is ready to issue a request for qualifications supporting the requested scope of <br />consultant services <br />BACKGROUND: <br />A new full time Airport Manager position is added to Public Works in the 2019 budget. <br />Candidate interviews did not result in the hiring of a Manager. Reflecting on the totality of <br />needs at Bowers Field, the Board believes that a body of work should be completed ahead of <br />hiring the Manager. <br />DISCUSSION: <br />While the Airport Manager is expected to address necessary and immediate airport <br />operational issues, numerous policy elements require attention that may not fit many <br />Manager candidate profiles. The Board has developed a scope of services that they believe, <br />once completed, will make for a more successful Airport Manager hiring experience. Public <br />Works will solicit possible providers and present responders to a selection committee for <br />Board recommendation.
