Cook RECOM!VIENDATION: Direct that staff advertise for consultant services supporting Bowers Field Airport operations. BRIEFING SUMMARY: • Attempts to hire a full time Airport Manger have stalled The Board believes a consultant is best suited to produce a set of deliverables that will then allow the Board to revisit the Airport Manager position Staff is ready to issue a request for qualifications supporting the requested scope of consultant services BACKGROUND: A new full time Airport Manager position is added to Public Works in the 2019 budget. Candidate interviews did not result in the hiring of a Manager. Reflecting on the totality of needs at Bowers Field, the Board believes that a body of work should be completed ahead of hiring the Manager. DISCUSSION: While the Airport Manager is expected to address necessary and immediate airport operational issues, numerous policy elements require attention that may not fit many Manager candidate profiles. The Board has developed a scope of services that they believe, once completed, will make for a more successful Airport Manager hiring experience. Public Works will solicit possible providers and present responders to a selection committee for Board recommendation. Work is expected to be complete by 12/31/2019. FISCAL IMPACTS: The 2019 Airport Fund budget has approximately $90,000 available towards this consultant effort (Airport Manager salary at mid-range).
