Cook, Director, P.E. <br />MEMORANDUM <br />TO: Mark Cook <br />FROM: Zachery Peebles, Engineering Technician I <br />DATE: May 21, 2019 <br />SUBJECT: Thrall Rd and Payne Rd Intersection <br />Intersection Slaht Distance of Thrall and Payne Roads <br />A complaint was received for insufficient sight distance at the intersection of Thrall Rd and Payne Rd. It <br />was reported that, when stopped at the Payne road stop sign, a power pole is obstructing vision. The <br />sight distance of the intersection was also questioned upon the field observation. <br />The observation showed a sight distance of 550 feet from the Payne road stop sign looking east to the <br />westbound lane of Thrall Rd. A traffic study conducted in May of 2019 shows the 85th percentile speed <br />of Thrall road at milepost 2.18 to be 54.5mph with a posted speed limit of 50mph. AASHTO intersection <br />design guidelines state that at 55mph the road should have a 610ft stopping sight distance. <br />Please see attached documents for the current Thrall Rd traffic study and the AASHTO Design <br />intersection sight distance table. <br />411 N.
