Cook <br />RECOMMENDATION: <br />Direct staff to work with the Assessor's Office identifying possible options allowing <br />newly created parcels to move through the initial permit process in the absence of <br />specific tax parcel numbers being assigned. <br />BRIEFING SUMMARY: <br />• Newly recorded plats create legal lots <br />• Developers rush in for building permits <br />• Access permits require lot numbers for processing <br />• Work load in the Assessor's Office does not always support developer timelines <br />BACKGROUND: <br />Currently, upon the recording of new land use developments that create new lots in the <br />Auditor's Office, developers are immediately seeking building permits. Public Works <br />requires each lot obtain an access permit that follows the building permit. Increasingly, <br />owing to work load, developers are seeking access permits before tax parcel numbers are <br />assigned by the Assessor's Office. The absence of an assigned tax parcel number creates <br />issues with PW processing access permits. <br />DISCUSSION: <br />Working around the current process, the Assessor's Office has recently given <br />"preliminary parcel" numbers as a list to PW attempting to facilitate building permits for <br />developers. PW expects eventual issues will inevitably come up as we attempt to process <br />permits ahead of final tax parcel number allocation. PW believes several options exist: <br />• Setting appropriate expectations for developers allowing sufficient time for the <br />Assessor's Office to produce tax parcel numbers following plat recording <br />• Develop a system creating blocks of numbers for use and assignment by PW to <br />individual access permits <br />• A third undefined option likely created by staff working cooperatively in the <br />Assessor's Office with PW staff <br />Page 1 of 2 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
