KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 12, 2019 <br />TOPIC: Bakers Road Truck Traffic <br />ACTION REQUESTED: Direct Staff Prepare an Ordinance Restricting Truck <br />Traffic on Bakers Road at Swiftwater Drive <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct that staff prepare an Ordinance for Board consideration restricting truck through <br />traffic on Bakers Road at Swiftwater Drive. <br />BRIEFING SUMMARY: <br />• Long term access issue with Suncadia at Bakers Road <br />• Public Works (PW) has declined to pursue requested road vacation by Suncadia <br />• Suncadia restricts access via a locked gate at SR 903 <br />• Suncadia construction traffic terrorizes the local community every construction <br />season as they avoid the locked gate <br />• Recently, Public Works placed jersey barrier allowing cars to navigate past the <br />barriers but prohibiting larger truck traffic <br />• Numerous calls both pro and con have been pouring in through last week <br />• It appears that construction traffic is driving around the barricades outside of <br />public right of way and onto private property <br />BACKGROUND: <br />For the past several years, PW has tried to manage access of construction traffic on <br />Bakers Road at Swiftwater Drive. Suncadia management has expressed dis-satisfaction <br />with PW decision not to pursue vacation of Bakers Road. In response, Suncadia <br />Management manipulates locked gates forcing construction traffic through Evergreen <br />Valley to Bakers Road. <br />DISCUSSION: <br />PW believes the long term solution to minimizing Suncadia construction impact on the <br />Evergreen Valley community it to develop legislation limiting construction traffic on <br />Bakers Road at Swiftwater Drive. A brief conversation with FD 6 last week affirms <br />ongoing access issues with Suncadia management. It is unfortunate that Suncadia <br />construction traffic feels compelled to access Suncadia via Bakers Road.
