Cook <br />RECOMMENDATION: <br />Direct staff prepare cost estimates for extending utilities and constructing two taxi -lanes <br />at ELN supporting pending private hangar leases. <br />BRIEFING SUMMARY: <br />• Five (5) pending lessees require new taxi -lanes to access ELN parcels <br />• Utilities (sewer, water, electric and gas) should be extended prior to taxi -lane <br />construction <br />• The Airport Fund (10 1) does not have sufficient cash reserves likely needed for <br />taxi -lane construction <br />• Economic development plan for ELN is likely one year away from delivery <br />BACKGROUND: <br />Five (5) private pilots have put deposits down for leasing lots inside the fence at ELN for <br />building private hangars. The location of the lots requires the construction of two <br />separate taxi -lanes extending from the existing apron area to back lots located along <br />Bowers Road. <br />DISCUSSION: <br />Taxi -lane construction is envisioned in the current ELN Master plan. The cost of utility <br />extension is likely the most expensive part of the taxi -lanes. The Board must consider the <br />impact of seeking total cost recovery for project costs against the lots benefited or <br />recognize the cost of development is incidental to leasing up available rental area airside <br />at the airport. <br />Supplemental funding is required for the taxi -lane to go forward in design and <br />construction is 2020.
