Cook <br />RECOMMENDATION: <br />Direct that staff prepare enabling parking legislation for Hyak and solicit for towing <br />services. <br />BRIEFING SUMMARY: <br />• Ongoing winter parking conditions in Hyak continue to decline <br />• Current parking prohibition is ineffective deterring illegal parking <br />• KCC 10.07 does not impose a no parking fine <br />• Snoqualmie PUD is requesting assistance <br />• Last year, Public Works (PW) discussed imposing parking fines and contracting <br />with a tow service for 2019/2020 winter operations <br />BACKGROUND: <br />Illegal winter parking in Hyak continues to worsen. Routinely, PW cannot plow Hyak <br />roads and at times cannot get out of our shared maintenance facility with Snoqualmie <br />PUD. The PUD is requesting action from the County deterring illegal parking in Hyak <br />on the weekends. Last year, PW proposed parking fees and hiring a towing service in <br />response to the ongoing illegal weekend parking in Hyak. <br />DISCUSSION: <br />PW believes a high parking fees coupled with a significant towing effort will result in <br />reduced illegal parking in Hyak Currently, the County (KCC 10.07) allows soliciting <br />towing services for a five year contract period but does not impose parking fines.
