KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - <br />Regular Meeting <br />MONDAY 1:30 PM AUGUST 26, 2019 <br />Board members present: Vice -Chairman Brett Wachsmith, Commissioner <br />Laura Osiadacz <br />Others: Mark Cook and Candie Leader, Public Works; Calvana Carper, <br />Lindsey Ozbolt, Jeremy Johnston, Dan Carlson, Community Development <br />Services and Five (5) Members of the Public <br />At 1:30 pm Vice -Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />No additional items were added to the agenda. <br />MERRILL HANGAR PROPOSAL DISCUSSION <br />Mark Cook stated that staff recently received a proposal from Mark <br />Merrill regarding building a hangar at Bowers Field. Mark Cook <br />continued that Mr. Merrill is requesting to build a hangar to county <br />specifications without utilities to store his aircraft that is <br />currently located in the Tri -Cities and in lieu of paying a ground <br />lease Mr. Merrill would grant ownership of the hangar to the county <br />after the end of the twenty (2) year lease term. Mark Cook added that <br />in his opinion this is a low risk transaction and is looking for BOCC <br />direction. Staff was directed to draft a lease stating the terms as <br />described and bring back for BOCC consideration. <br />HYAK PARKING <br />Mark Cook gave background on the continued parking issues at Hyak <br />faced by county staff and the Snoqualmie Pass Utility District (SPUD). <br />Mark Cook continued that SPUD recently reached out again inquiring on <br />imposing a no parking fine by Ordinance and soliciting towing <br />companies for services in supporting the action. Discussion was held. <br />Two (2) members of the public spoke on the issue. Staff was directed <br />to draft the enabling documents with legal counsel and bring back for <br />review prior to setting a public hearing. <br />GAME FARM ROAD SPEED REDUCTION DISCUSSION <br />Mark Cook stated that approximately a month ago he met with a <br />concerned resident from Game Farm Road regarding the speed and recent <br />approval of a new development in the area. Mark Cook continued that <br />he drove the roadway at the posted speed of fifty (50) miles per hour <br />with the resident and agreed that the speed was too fast for <br />conditions.
