KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM July 8, 2019 <br />Meeting was called to order at 1:30 pm <br />ACCEPT DOCKET LIST FOR THE 2019 ANNUAL COMPREHENSIVE PLAN <br />AMENDMENT CYCLE <br />Director Carlson provided the Board of County Commissioners with <br />the final draft of the 2019 Docket- Comprehensive Plan & <br />Development Regulations. The items included: <br />1.) KCC 15A.11.010- Clarify language so the Development <br />Agreements are not allowed to create new subdivisions <br />processes or used and only allow for straying from <br />dimensional standards. <br />2.) KCC 15A07.010- Filing of appeals should be made to CDS <br />now instead of BOCC since appeals are now heard by <br />Hearing Examiner instead of the BOCC. <br />3.) Housekeeping Amendments <br />a. 17.08.067 -amend definitions of "Animal Boarding to <br />remove riding arenas." Riding arenas have their own <br />use in the uses table and shouldn't be part of this <br />definition. <br />b. 17.60A.015(7)(b)- Code references RCW 36.70A.030 <br />(15)as GMA definition of "rural character" The <br />correct reference is RCW 36.70A.030 (16) <br />c. KCC 17.61.040.2- Clarify for building permit of CUP <br />permit and update reference to "subsections E and F <br />of this sections" to "subsections 4 and 5 for this <br />section" as they were renumbered ( SEE ORD 2000-006) <br />d. KCC 17.61B- Table 5.3- Footnote #3 strike "Zoning <br />Administrator or Board of Adjustments" and replace <br />with "CDS Director" <br />4.) Definition in 17.08.590 defines front yards as " any <br />yard abutting a public or private street" 17.18.070, <br />17.28.50, 17.29.050, 17.31.060, 17.56.060 all contain <br />references to "corner lots" and provide larger side <br />yard setbacks on the side abutting the street. But any <br />yard abutting a street is a front yard, rendering this <br />definition contradictory and confusing. <br />2019-07-08 MINUTES 1 <br />
