10/15/2019 MINUTES 2 <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-152 2020 ANNUAL CONSTRUCTION PROGRAM PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-152, <br />Adopting an Annual Construction Program for 2020. COMMISSIONER OSIADACZ seconded. Motion carried 3-0. RESOLUTION 2019-153 SIX YEAR TIP PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-153, <br />Adopting a Six-Year Transportation Improvement Plan for the Years <br />2020-2025. COMMISSIONER OSIADACZ seconded. Motion carried 3-0. <br /> PUBLIC HEARING PURCHASE REAL PROPERTY PUBLIC WORKS <br />At 2:12 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the <br />Purchase of Real Property Described as Tax Parcel 58933. <br /> ARDEN THOMAS, WRP MANAGER provided a Staff Report and reviewed the <br />purchase of real property (land and water rights), which would <br />secure approximately 160.3 acres of land (Tax Parcel 58933) and two <br />associated senior water rights. After the acquisition, the land <br />would be managed by the Flood Control Zone District, as Open Space <br />for flood hazard reduction, fish and wildlife enhancement, and <br />agriculture uses. She noted Kittitas County has applied for funding <br />the Department of Ecology’s Floodplain by Design program, which <br />requires a Grant Agreement. <br /> THOSE PRESENT & TESTIFYING: ANN WELZ, SENIOR PLANNER, THE TRUST FOR PUBLIC LANDS ORGANIZATION said they were pleased to work with the <br />County and other agencies throughout the project. She felt the <br />purchase would make the biggest difference in the community for <br />future generations. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> RESOLUTION 2019-154 PURCHASE OF REAL PROPERTY PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-154, <br />Ratifying the Purchase and Sale Agreement and Authorizing Chairman’s <br />Signature on Closing Documents and Authorizing the Director of <br />Public Works to Execute the Grant Agreement. COMMISSIONER OSIADACZ <br />seconded. Motion carried 3-0. <br /> <br /> <br /> <br /> <br /> <br />
