Assessing Washington State Airport/Airfield Resilience for CSZ Planning
Background
This assessment seeks to ascertain the ability of Washington State airports and airfields to serve as
staging areas following a catastrophic magnitude 9.0 Cascadia Subduction Zone (CSZ) earthquake. State
stakeholders currently lack an understanding of how airports/airfields in Washington will be impacted
by a CSZ earthquake, which inhibits more detailed planning for post -disaster logistics and disaster relief
supply chains. The results of this study will inform future airport/airfield earthquake resiliency
investments under the Resilient Washington Strategy and feed updates to the State of Washington CSZ
Response Plan and the FEMA Region 10 CSZ Response Annex expected in 2021.
The 2017 Washington State Transportation Systems RRAP project assessed the resilience of surface
transportation systems within the state (i.e., highways, seaports, railroads) relative to an M9.0 CSZ
earthquake, but omitted aviation -based transportation. This airports/airfields assessment project
planned for FY 2020 will complement prior efforts, providing project stakeholders (including WSDOT and
WA EMD) a more complete, multi -modal statewide assessment of Washington transportation systems.
Project Scope
The following airports have been prioritized by Washington State for assessments (Figure 1):
• Paine Field
• William R. Fairchild International
• Grant County International
• Bremerton National
• Bellingham International
• Olympia Regional
• Sanderson Field
• Tacoma Narrows
• Friday Harbor
• Tri -Cities
• Yakima Air Terminal
• Columbia Gorge Regional
• SeaTac International
• Spokane International
• Renton Municipal
• Skagit Regional
• Arlington Municipal
• Southwest Regional Airport
• Bowers Field
• Walla Walla Regional
VEL -111116— -_
_
..Y.MM.Y P.MWM.
[Wes
r. ..ar-.
P 2
9J Pmnba
PM14
Figure 1. Washington State Pre -Identified Disaster Logistics Airports
These airports will be assessed based on available funding and criticality of supporting post -disaster
logistics. Please note that we may not be able to assess all airports shown above. These assessments will
inform FEMA and State staging areas and response plans.
