Cook <br />RECOMMENDATION: <br />Advisory briefing — no action required. <br />BRIEFING SUMMARY: <br />• Big Boulder temporary bridge is complete <br />• Story Creek culvert replacement is complete <br />• Wiehl Road completes the week of 10/28/2019 <br />• Bar 14 turnaround designs are complete and acquisition discussions have <br />begun <br />BACKGROUND: <br />All 2019 construction projects have been delivered with the exception of Fairview Road. <br />Big Boulder final bridge installation is postponed until summer 2020, owing to the lack <br />of bidder response. Wiehl Road road improvement district was invalidated by Superior <br />Court and Public Works did not appeal the decision. <br />DISCUSSION: <br />Fairview Road is delayed owing to the inability of concluding property acquisition prior <br />to meeting permitting deadlines. Resolution with the impacted property action will <br />resume this winter. Failure to reach a compromise on land value will result in PW <br />pursuing a pavement break project for 2020 construction. <br />A redesigned final bridge installation project for Big Boulder is planned for the <br />remainder of 2019. PW has completed negotiations with KPFF to redesign the final <br />bridge for 2020 construction. <br />Wiehl Road completes guardrail installation this week. The road was paved two weeks <br />ago along with final plantings and bank restoration efforts. PW is currently proposing to <br />cover the cost of construction by using the "Gravel Road Upgrade" program. <br />Approximately $150,000 per year is budgeted to upgrade gravel roads to chip seal.
