The Washington State Department of Fish and Wildlife (WDFW) has <br />requested a flood rise analysis on the NF Teanaway Road, Lick Creek fish passage enhancement project, <br />in order to consider granting Kittitas County protections afforded for fish barrier removal projects (RCW <br />77.55.181). Previously, Kittitas County has promoted reconnecting Lick Creek to the Teanaway River, <br />which would eliminate flooding along the current alignment of Lick Creek downstream of the Teanaway <br />Road crossing. This analysis provides the additional requested information to assist WDFW in assessing <br />whether they will take actions to support the County's original proposed project and streamlined <br />permitting through RCW 77.55.181. <br />BACKGROUND: Kittitas County was awarded Federal Lands Access Program (FLAP) grant funds from <br />FHWA to replace four culverts on Teanaway Road. WDFW approached the County to see if resources <br />and funding could be transferred to address the Lick Creek barrier, which wasn't part of this original <br />funding package. Lick Creek is a top -priority watershed for WDFW, DNR, USFS, and Yakama Nation for <br />salmon recovery. The County coordinated with FHWA to transfer funding and added Lick Creek as a <br />priority, understanding the importance of the culvert replacement. Since that time, collaborative efforts <br />have continued throughout the Lick Creek watershed, including habitat enhancement and bridge <br />replacement projects. This flood analysis included three main tasks: site reconnaissance, hydrologic <br />analysis, and hydraulic analysis; these are discussed in the following sections. <br />The project site is located in Kittitas County, WA, along the NF Teanaway Road, which crosses Lick Creek <br />approximately 17 miles from Cie Elum.
