KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1.:30 PM OCTOBER 28, 2019 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith, Commissioner Laura Osiadacz <br />Others: Mark Cook and Candie Leader, Public Works; Calvana Carper, Dan <br />Carlson, Lindsey Ozbolt, Community Development Services; Lisa Young, <br />Human Resources and Three (3) Members of the Public <br />At 1:31 pm Chairman Cory Wright opened the Public Works Study Session. <br />Mark Cook stated it was his understanding that Agenda Item 43 - <br />University Way and Reecer Signal Discussion is being removed from <br />discussion. <br />2019 CONSTRUCTION UPDATE <br />Mark Cook gave background on the Big Boulder Bridge Replacement <br />Project and adding that the temporary bridge is in place. Mark Cook <br />continued that discussions with KPFF to draft a task order for the <br />redesign the permanent bridge. Mark Cook added the cost is estimated <br />at sixty thousand dollars ($60,000) with work to be performed in 2020. <br />Mark Cook stated that the Story Creek culvert project is complete. <br />Mark Cook gave background on the project adding that this project is <br />the first of the Federal Highway Administration grants that were <br />awarded to Kittitas County for improvement of hydraulics in the <br />Teanaway. Mark Cook added that the project got off to a slow start; <br />however, the contractor delivered the project on time and on budget. <br />Mark Cook gave background on Weihl Road and the court decision to void <br />the Road Improvement District that was formed to assist in the cost of <br />the project. Mark Cook stated that guardrail was to be installed <br />today and some striping needs to be completed then the project can be <br />closed out. Mark Cook explained the engineering on the wall that was <br />placed and that the original design was rejected. Mark Cook continued <br />that the bid included the wall and materials as a unit and this left <br />the contractor with more material than originally bid. Mark Cook <br />added that an additional conversation will need to be had about a <br />possible cost adjustment for this item. Mark Cook commented that the <br />contractor did a good job on the project. <br />Mark Cook mentioned that the Fairview Road project is pending right of <br />way negotiation and this project is scheduled for 2020. <br />Mark Cook stated that the signal at Reecer Creek and University Way <br />2019-10-28 MINUTES <br />
