<br />11/19/2019 MINUTES 5 <br /> <br /> <br /> <br />CORRESPONDENCE - NONE <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE <br /> <br />BOARD DISCUSSION/DECISION ITEMS – NONE <br /> <br />MISCELLANEOUS – <br /> <br />Chairman Wright stated that he had HR Director Lisa Young send out an e- <br />mail on November 18, 2019 regarding the 2020 Budget, noting that they <br />are looking at a 3.7 million dollar shortfall. He asked if anyone would <br />like to get up and give feedback from their own perspective on the e- <br />mail and/or offer any ideas. <br /> <br />Mark Cook, Public Works Director/Interim County Engineer encouraged the <br />Board to hold off on implementing the wage survey until they fully <br />understand all that’s being proposed. <br /> <br />Val Barschaw, Clerk stated that she did a granular review and stated <br />that if the Board was interested she would be happy to share her review <br />and findings at a later time. <br /> <br /> <br />EXECUTIVE SESSION <br /> <br />At 10:19 a.m. Chairman Wright announced the Board would recess into <br />Executive Session for 10 minutes with Neil Caulkins, Deputy Prosecutor <br />to evaluate the qualifications of an applicant for public employment or <br />to review the performance of a public employee. However, subject to RCW <br />42.30.140 (4), discussion by a governing body of salaries, wages, and <br />other conditions of employment to be generally applied within the agency <br />shall occur in a meeting open to the public, and when a governing body <br />elects to take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an <br />employee, that action shall be taken in a meeting open to the public. <br />No action was anticipated. <br /> <br />At 10:29 a.m. the Board reconvened out of Executive Session.
