PROJECT BACKGROUND <br />Century West Engineering (CWE) is preparing an Environmental Assessment (EA) on behalf of Kittitas <br />County and Federal Aviation Administration (FAA) for a series of airport improvement projects intended <br />to accommodate current and forecast aircraft activity at Bowers Field Airport (ELN). The proposed <br />projects were originally defined in the Airport Master Plan and are depicted on the Airport Layout Plan <br />(ALP), which received final FAA approval in November 2018. An airfield flood mitigation project is also <br />being evaluated as part of the EA due to historical seasonal flooding experienced on the airport. The <br />proposed projects are as follows: <br />PARALLELTAxiWAY FOR RUNWAY 11/29 & CONNECTOR TAxiwAYs — This project involves construction of a <br />new full-length parallel taxiway adjacent to Runway 11/29 and associated connector taxiways <br />between the parallel taxiway and Runway 11/29. It also involves modification of existing Taxiway <br />F to resolve non-standard geometry and construction of a new taxiway between the Runway <br />11/29 parallel taxiway, Runway 7-25 and the terminal apron area. <br />RUNWAY 11/29 REHABILITATION &AIRFIELD FLOOD MITIGATION—This project will rehabilitate existing <br />Runway 11/29 to meet ARC B -Il design standards and eliminate an existing aligned taxiway at the <br />Runway 29 end. It will also make improvements to alleviate the occurrence of localized flooding <br />on Runway 11/29. <br />HANGARTAxILANES--This project will construct new hangar taxilanes to serve future hangar <br />developments south of the main apron area. <br />2. CURRENT EA SCOPE OF SERVICES <br />The current EA scope of services provides funding for National Environmental Policy Act (NEPA) analysis <br />and approximately 25 percent design for all project elements in support of this analysis. The current <br />scope includes five major tasks: 1) Project Management/Administration; 2) Proposed Action, Purpose and <br />Need, and Alternatives; 3) Environmental Permitting and Coordination; 4) Environmental Assessment; <br />and 5) DBE.
