12/30/2019 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM REGULAR MEETING MONDAY 9:40 A.M. DECEMBER 30, 2019 Board members present: Chairman Cory Wright; Vice-Chair Brett Wachsmith & Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Taylor Crouch, Deputy Clerk of the Board I; Arden Thomas, WRP Manager; Mark Cook, Public Works Director/Interim Engineer; and 3 members of the public. REGULAR MEETING DEPARTMENT HEAD PUBLIC WORKS Mark Cook, Public Works Director/Interim Engineer reviewed an Addendum to a Lease Agreement with KITTCOM. He indicated Neil Caulkins, Deputy Prosecutor had reviewed it and said there was no other language different than the financial portion. Chairman Wright said he would abstain from voting as he sits on the KITTCOM Board. LEASE ADDENDUM – KITTCOM PUBLIC WORKS Commissioner Wachsmith moved to approve an Addendum to a Lease Agreement between Kittitas County and KITTCOM, effective March 1, 2019 through February 28, 2024. Commissioner Osiadacz seconded. Motion carried 2-0. Chairman Wright abstained from the vote. AGREEMENT PLAUCHE AND CARR LLP – BILL CLARKE PUBLIC WORKS Mark Cook, Public Works Director/Interim Engineer said the Agreement with Plauche and Carr, LLP and Bill Clarke would expire at midnight on December 31, 2019. The Board asked if the Prosecutors office had reviewed it, as Mr. Clarke is a Special Deputy who had been appointed by Prosecutor Greg Zempel. They need to obtain Mr. Zempel’s approval before entering into another contract with Mr. Clarke. Mr. Cook said he was unaware if it had been reviewed by them, as it was more of a Public Health Agreement. There was no action taken on the item as Mr. Cook said he would try and get information on if the Prosecutors office agreed to the continuation. Meeting adjourned at 9:50 a.m.
