01/06/2020 MINUTES 1 <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />MONDAY 9:40 A.M. JANUARY 6, 2020 <br /> <br />Board members present: Commissioner Cory Wright; Commissioner Brett <br />Wachsmith & Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, <br />Public Works Director/Interim Engineer; and 1 member of the public. <br /> <br />REGULAR MEETING DEPARTMENT HEAD PUBLIC WORKS <br /> <br />Mark Cook, Public Works Director/Interim Engineer reviewed an <br />Addendum to a Lease Agreement with CWU. He stated that it allows <br />them to have an FBO in place until the Board hires the Airport <br />Manager. Director Cook also presented and reviewed a Resolution for <br />a speed reduction on Bullfrog Road due to significant pothole hazard <br />for public travel. <br /> <br />LEASE ADDENDUM – CWU PUBLIC WORKS <br /> <br />Commissioner Wachsmith moved to approve an Addendum to a Lease <br />Agreement between Kittitas County and Central Washington University, <br />effective January 6, 2020 through March 31, 2020 (approximately 90 <br />days). Commissioner Osiadacz seconded. Motion carried 3-0. <br /> <br />RESOLUTION 2020-001 BULLFROG SPEED REDUCTION PUBLIC WORKS <br /> <br />Commissioner Wachsmith moved to approve Resolution No. 2020-001, <br />Temporarily Reducing the speed along Bullfrog Road from milepost <br />0.72 to milepost 2.70 from 50 miles per hour to 35 miles per hour. <br />Commissioner Osiadacz seconded. Commissioner Osiadacz asked that <br />Public Works Staff do a Press Release notifying residents of the <br />temporary change. Motion carried 3-0. <br /> <br />EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 10:11 a.m. Commissioner Wright announced the Board would recess <br />into Executive Session for 5 minutes to evaluate the qualifications <br />of an applicant for public employment or to review the performance <br />of a public employee. However, subject to RCW 42.30.140 (4), <br />discussion by a governing body of salaries, wages, and other <br />conditions of employment to be generally applied within the agency <br />shall occur in a meeting open to the public, and when a governing <br />body elects to take final action hiring, setting the salary of an
