01/21/2020 MINUTES 5 <br /> <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS <br />Howard Jones provided comments relating to the City of Ellensburg. BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2020-010 LIMITED TAX GENERAL OBLIGATION BONDS TREASURER <br />Chairman Wachsmith moved to approve Resolution No. 2020-010, Providing <br />for the Issuance and Sale of a Limited Tax General Obligation Refunding <br />Bond in the Principal Amount of Not to Exceed $6,750,000.00 to Provide <br />Funds to Refund Certain Outstanding Limited Tax General Obligation Bonds <br />of the County; Providing the Form of Said Bond and Approving the Sale of <br />Such Bond; Delegating Certain Authority to Approve the Final Terms of <br />the Bond to the County Representative in Connection with the Sale; <br />Appointing an Escrow Agent; and Authorizing the Execution of an Escrow <br />Agreement Related to Such Refunding. Commissioner Osiadacz seconded. <br /> <br />Commissioner Wright stated while he supports the work, he would like <br />another week to ensure the full internal processes has been covered. <br />Motion carried 2-1 (Commissioner Wright voted against the motion). <br /> RESOLUTION 2020-011 PFM FINANCIAL ADVISORS TREASURER <br />Commissioner Osiadacz moved to approve Resolution No. 2020-011, <br />Acknowledging the Service Subscription Agreement between the Kittitas <br />County Treasurer’s Office and PFM Financial Advisors, PLLC for the Use <br />of Synopsis Software from 2020-2022. Commissioner Wright seconded. <br />Motion carried 3-0. MISCELLANEOUS - NONE EXECUTIVE SESSION <br /> <br />At 10:46 a.m. Chairman Wachsmith announced the Board would recess into <br />Executive Session for 10 minutes with Chris Horner, Deputy Prosecutor; <br />Judy Pless, Budget & Finance Manager; and Jerry Pettit, Auditor; to <br />discuss with legal counsel representing the agency matters relating to <br />agency enforcement actions, or to discuss with legal counsel <br />representing the agency litigation or potential litigation to which the <br />agency, the governing body, or a member acting in an official capacity <br />is, or is likely to become, a party, when public knowledge regarding the <br />discussion is likely to result in an adverse legal or financial <br />consequence to the agency. Possible action was anticipated. <br /> <br />At 10:56 a.m. the Board reconvened out of Executive Session. No action <br />was taken.
