-moiNotimce of I <br />DEPARTMENT OF To Continue/Obtain Coverage Under the New General <br />ECOLOGY <br />State of. Washington Permit for Biosolids Management <br />You must complete and submit this form by March 9th, 2020. <br />Purpose of this NOI <br />The current General Permit for Biosolids Management expires on September 4, 2020. Ecology is <br />issuing a new General Permit for Biosolids Management that will take effect after the current permit <br />expires. The new permit will remain in effect for five years. All facilities required to be covered under <br />the state biosolids permit program must complete and submit this NOI by the deadline (WAC <br />173-308-310(5)(a)) in order to continue uninterrupted permit coverage. Completion of this form <br />includes signature by the facility's Responsible Official (generally not the operator). <br />Failure to Respond <br />If you fail to submit a completed NOI by the deadline, your permit coverage will expire on September <br />4, 2020. If your coverage expires, all activity must stop, you will be required to submit a new <br />application, meet all associated administrative requirements, and pay an additional permit review fee <br />(currently $2,868.28 as well as the cost of additional public notice. <br />Who Needs to Respond? <br />• All facilities that engage in the treatment, storage, land application, or disposal of septage and/or <br />biosolids as applicable under chapter 173-308 WAC. <br />• All publicly owned wastewater treatment works required to have NPDES or State Waste Discharge <br />permits by the Ecology Water Quality program. <br />• All privately owned wastewater treatment works that treat only domestic sewage with no <br />industrial component. <br />• All compost facilities that use biosolids as a feedstock unless approved for a solid waste permit <br />only, under WAC 173-308-310(1)(a). <br />• Any treatment works treating domestic sewage or designated as such, as defined in WAC <br />173-308-080. <br />DEADLINE: You must complete and submit this form to Ecology by March 9th, 2020. <br />See Submission Instructions below for further information. <br />This form is also available online at: <br />(https://fortress.wa.gov/ecy/publications/SummaryPages/ECY07030O.html) <br />ECY 070-300 (Revised 1/20) <br />
