KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMNUSSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 9, 2020 <br />TOPIC: Amendment to Watershed Sciences and Engineering Task Order <br />ACTION REQUESTED: Approve a Resolution to Authorize the Chair's Signature on <br />Watershed Science and Engineering Task Order No. 7 <br />Amendment No. 2. <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Approve a Resolution to Authorize the Chair's Signature on Watershed Science and <br />Engineering Task Order No. 7 Amendment No. 2. <br />BRIEFING SUMMARY: <br />• Kittitas County has contracted with Watershed Sciences and Engineering to <br />conduct a flood hazard analysis at Reccer Creek and update the Federal <br />Emergency Management Agency (FEMA) flood map. Funding for this work is <br />from FEMA and the Flood Control Zone District <br />* FEMA has identified additional work that needs to be done to complete this <br />project. This additional work is needed to tie-in the new mapping with the new <br />flood maps due April 2020. <br />• This additional work is necessary for the County to meet its grant deliverables. <br />• This additional work will result in an increase in Task Order cost. <br />• There is sufficient funding in the Flood Control Zone District budget to cover the <br />identified cost increase. <br />• Staff recommends that the Board of County Commissioners approve this scope of <br />work and cost increase. <br />BACKGROUND: <br />On October 10th, 2017 the Board of County Commissioners authorized Chair Signature <br />on a Task Order No. 7 with Watershed Sciences and Engineering to conduct Reecer <br />Creek Flood Hazard Analysis and Mapping. Recently, the Federal Emergency <br />Management Agency (FEMA) has identified additional work that needs to be done before <br />the project is completed. This additional work is needed to tie-in the new Reecer Creek <br />flood mapping with the new flood mapping that will be issued by FEMA this year. Task <br />Order No. 7 has been amended to reflect the increase in project scope and budget.
