BOARD OF COUNTY COYMSSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. <br />DEMONSTRATING THE BOARD OF COUNTY COMMISSIONERS SUPPORT FOR <br />AIRPORT AID APPLICATION TO THE FEDERAL AVIATION ADMINISTRATION <br />AND THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION <br />AVIATION DIVISION FOR BOWERS FIELD AND AUTHORIZING THE DIRECTOR <br />OF AIRPORT OPERATIONS TO EXECUTE THE AIRPORT AID APPLICATIONS <br />WHEREAS: Kittitas County is currently working to finalize the Environmental Assessment <br />(EA) supporting the Airport Capital Improvement Plan; and <br />WHEREAS: Preliminary environmental analysis has identified sufficient wetland and flooding <br />making completion of the Environmental Assessment unlikely without additional <br />environmental analysis exceeding current project funding; and <br />WHEREAS: Kittitas County intends to submit Airport Aid Applications to the Federal <br />Aviation Administration (FAA) and Washington State Department of <br />Transportation Aviation (WSDOT) for an (EA) — Advanced Design at Bowers <br />Field airport (ELN) generating the additional analysis required for the FAA to <br />make the required environmental determination supporting the Airport Capital <br />Improvement Plan; and <br />WHEREAS: The current anticipated total project funding is estimated to be $444,000, with <br />$400,000 using FAA Non -primary Entitlement (NPE) funds; and <br />WHEREAS: FAA requires local sponsors of airports to provide a 10% match to all awarded <br />grants; and <br />WHEREAS: WSDOT may be able to assist Kittitas County meeting grant match obligations by <br />providing half of the local match (equal to 50/6); and <br />WHEREAS: The Airport Funding Application requires that funding applicants submit a <br />Resolution of Support from the Board of County Commissioners, stipulating that <br />local matching funds have been budgeted for the project; and <br />WHEREAS: The Airport's portion of matching funds for this project (without WSDOT <br />funding assistance) is estimated at approximately $44,000, which is in the Airport <br />budget as fund reserve; <br />NOW, THEREFORE BE IT RESOLVED the Kittitas County Board of County <br />Commissioners declares it be in the best interest of Bower Field Airport, and does <br />hereby support the grant match funding request supporting additional EA work <br />for Bowers Field and authorize the Director of Airport Operations to execute the <br />Airport Aid Application; and <br />BE IT FURTHER RESOLVED that the Kittitas County Board of County Commissioners have <br />budgeted funds in the amount of approximately $44,000 to match funding for the <br />proj ect. <br />
