04/01/2020 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING WEDNESDAY 1:00 P.M. APRIL 1, 2020 Board members present: Chairman Brett Wachsmith (via phone), Vice- Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright. Others: Patti Johnson, Solid Waste Director/Interim Maintenance Director/Project Manager; Lisa Young, Human Resources Director; and the following via phone – Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director/Interim Engineer; Stephanie Hartung, Deputy Prosecutor; Neil Caulkins, Deputy Prosecutor; Jim Goeben, IT Director; and Kady Porterfield, Event Center Director. SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS At 1:00 p.m. Chairman Wachsmith opened a Special Meeting for the Board to provide planning updates relating to COVID-19 and the upcoming Agenda Session, Study Session and Public Hearings. The Board discussed essential versus non-essential employees and concerns expressed by local Unions and the recent the Department of Labor’s additional rulemaking relating to the Families First Coronavirus Response Act and the additional guidance to help employers administer the new leave options available under FFCRA. The Board asked Staff to obtain an opinion from Prosecutor Zempel as well as Judy Pless, Budget & Finance Manager and report back to them as soon as possible. The following were still on the phone for the next item on the Agenda: Chairman Brett Wachsmith; Vice-Chairman Laura Osiadacz; Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Deputy Clerk of the Board II; and Stephanie Hartung, Deputy Prosecutor. Stephanie Hartung, Deputy Prosecutor, provided information on the Governor’s recent Order and Proclamation relating to the Open Public Meetings Act and the statutory requirements while considering social distancing. Options included listing information to log in on Webex to listen in only, or post a conference call number for call in, as well as livestream the Agenda and only have the Chairman and Clerk in attendance while the other two Commissioners call in to attend the meeting. Meeting adjourned at 1:39 p.m.
