04/01/2020 MINUTES 1 <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING <br /> WEDNESDAY 1:00 P.M. APRIL 1, 2020 <br />Board members present: Chairman Brett Wachsmith (via phone), Vice- <br />Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright. <br /> Others: Patti Johnson, Solid Waste Director/Interim Maintenance <br />Director/Project Manager; Lisa Young, Human Resources Director; and <br />the following via phone – Julie Kjorsvik, Clerk of the Board; Mandy <br />Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works <br />Director/Interim Engineer; Stephanie Hartung, Deputy Prosecutor; <br />Neil Caulkins, Deputy Prosecutor; Jim Goeben, IT Director; and Kady <br />Porterfield, Event Center Director. <br /> SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS <br />At 1:00 p.m. Chairman Wachsmith opened a Special Meeting for the <br />Board to provide planning updates relating to COVID-19 and the <br />upcoming Agenda Session, Study Session and Public Hearings. <br /> <br />The Board discussed essential versus non-essential employees and <br />concerns expressed by local Unions and the recent the Department of <br />Labor’s additional rulemaking relating to the Families First <br />Coronavirus Response Act and the additional guidance to help <br />employers administer the new leave options available under FFCRA. <br />The Board asked Staff to obtain an opinion from Prosecutor Zempel as <br />well as Judy Pless, Budget & Finance Manager and report back to them <br />as soon as possible. <br /> <br />The following were still on the phone for the next item on the <br />Agenda: Chairman Brett Wachsmith; Vice-Chairman Laura Osiadacz; <br />Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Deputy Clerk of <br />the Board II; and Stephanie Hartung, Deputy Prosecutor. <br /> <br />Stephanie Hartung, Deputy Prosecutor, provided information on the <br />Governor’s recent Order and Proclamation relating to the Open Public <br />Meetings Act and the statutory requirements while considering social <br />distancing. Options included listing information to log in on Webex <br />to listen in only, or post a conference call number for call in, as <br />well as livestream the Agenda and only have the Chairman and Clerk <br />in attendance while the other two Commissioners call in to attend <br />the meeting. <br /> <br />Meeting adjourned at 1:39 p.m. <br />
